The Cabinet, in its session held today, Sunday, chaired by Prime Minister Dr. Jaafar Hassan, approved an amended regulation for the use of electronic means in civil judicial procedures for 2026.
The regulation comes in implementation of the Justice Sector Strategy 2022–2026, which aims to develop, simplify, and accelerate litigation procedures by strengthening reliance on electronic means, including the use of audio-visual communication methods in civil judicial procedures and litigation sessions, and eliminating some procedural requirements related to documents submitted electronically.
The implementation of the regulation will eliminate paper-based procedures conducted inside courts and remove the need to submit case files in paper form after they have been sent electronically to the courts.
The Cabinet also approved an amended regulation for the regulation of the Guarantee Fund for Insured Persons and Beneficiaries of Insurance Contracts for 2026.
The regulation is consistent with the objectives of the Economic Modernization Vision and its associated executive programs, with the aim of strengthening the protection of the rights of insured persons and beneficiaries of insurance contracts and maintaining confidence in the insurance sector by reducing the likelihood of insurance companies being liquidated.
The regulation supports the transition from a model for addressing the financial distress of insurance companies to a preventive model that reduces the likelihood of its occurrence, by encouraging financially solvent insurance companies to merge with companies suffering from weak financial positions and failing to meet solvency requirements, in accordance with the provisions of applicable legislation.
